It could be; they will rub and scratch until all the hair is gone. Lice is easily treated with pour-ons, sprays.

IT IS THE SAME ALL OVER HERE....the cattle are rubbing off big patches. You can see the guys that are on top of it. Their cattle are slick and shiny . I inherited my problem....and it is the last of several.... with my purchase. But, my neighbors, and my cattle are rubbing off "horn spots" .....wherever they can reach. One of my friends herd has rubbed off a line down all (40 momma cows) their backs on his gooseneck trailer hitch.
I hate the chemicals....BUT....I am using Cydectin in a couple of days. We DID improve all of ours with better diet and adding vitamins to their water.....BUT, the telltale sign is their returning coats are not shiny. I am mobbed when I walk into the pasture for "scratches"....they want me to rub anyplace they can't get to.
Apparently, the stress of two years of intense heat....little winter cold, and poor pasture coupled with worthless hay, has fostered whatever is the culprit.
