Hey Dani,
It's hard to tell from the pictures, but it appears that the cow has not entirely slicked off her winter coat (still has some winter woolies), which should have occurred by now. This can sometimes point to nutritional/mineral deficiencies. A mild zinc deficiency would be one consideration for the rash. Zinc deficiency can produce flaky skin along the jugular grooves, neck and ears. Once the deficiency is addressed the coat will slick off and the rash will go away.

Hi If it is Dandruff try some vinegar diluted with with warm water one cup vinegar and two cups of water. I have used this on show cows and it works.

The vet said that it looked like rain rot. But, since it was clearing up on it's own that I didn't need to do anything right now. It was almost completely gone by the time the vet arrived! Figures. On the up side she is bred and ready for a new home! Yeah! -Dani
